If you have “View Only” permissions on the sharepoint site or document library then you will not be able to open excel files or download them localy on your machine, they will open in Internet explorer using excel services.
also you will get this error:
“The workbook that you selected cannot be loaded because it contains the following features are not supported by Excel Services”
To slove it, give “Read” permissions to the users and they will be able to open the file using excel client.
